A WhatsApp campaign budget includes more than sending the first message. Follow-up batches, reward costs, and time spent answering customers can change whether the campaign is worthwhile.

1. Count eligible recipients

Start with the final audience after permission checks, opt-outs, duplicates, and relevance exclusions. Add only follow-ups you actually intend to send, with their own refreshed audiences. 2. Check allowance and overage

5. Reconcile the forecast after launch

If the message created more questions than expected, include that handling time in the next forecast rather than leaving the original budget unchanged.
