No. Only a phone number is required. First name, last name, and custom fields are optional. Import them only when they help you identify, segment, or personalize contacts.
The import result reports rows that could not be accepted so you can correct the source. Valid contacts can still be imported instead of forcing you to restart the entire file.
A number in your database does not by itself prove consent for WhatsApp campaigns. Use a group whose members agreed to this channel and purpose, keep that evidence, and remove people who opt out.
